I fill my time in productive ways. Often I investigate town and spend time talking to others. I also do minor tasks for those around the community and then I finish the day doing chores around the machiya.
I do them all the time - I just happen to be a minor as well, so unfortunately I'm limited in the hours I can pursue. I do have to attend school after all.
I wouldn't be opposed to it. There tends to be a need for unbiased individuals to retain information so the truth doesn't get lost in a sea of nonsense.

That proves it's more important than ever to cultivate relationships in preparation for an actual pursuable crime that may occur.

You're not incorrect.
Unfortunately, that proved beyond my capability, though I certainly made an attempt to solve it. Many did.

Do you have a suggestion?

Why not a records keeper?
If you've got all that info and stuff, maybe you could be the person people go to.
